[ULF-1] Sanding before Gluing

Until very recently Forest Product Laboratory's Member 60 handbook 
recommended no sanding on Member 60 before gluing.  I searched under google 
for the FPL handbook and found that the recommendations had changed 
somewhat.  I copied the pertinent section and pasted it as follows:

The handbook is full of information on Member 60 that we would-be aircraft 
factories would find handy.

I still believe that cutting, not sanding will give a much better 
joining strength.
