Re. laser cutting heat concern mentioned in thread about sealers.  In my town there is a shop that has a water jet cutting machine.  Cuts laser-like.  One could draw (electronically) a 4' x 8' sheet of plywood (or whatever size, probably 4' x 4' in our case) with all the circles and center dots.  Basically draw one circle and center point and copy and paste it 150 times.  The service in my town charges something like $85 an hour, and most jobs like this cost about an hour.  You might be able to stack sheets.  The machine this guy has will cut about 2" thick before the beam starts to get wide.  A few thin sheets of ply are no problem.  I guess if one did do multiple sheets you might have to have sacrificial 1/2" ply top and bottom as a press to keep the thin ply layers flat while being cut.
