I use the FAA's web site, _www.faa.gov_ (http://www.faa.gov) , for  
searching for Advisory Circulars.  Click the "Regulations and Policies"  tab, and 
look under "Advisories and Guidance".

I don't know who has built one in the  USA, but I know it's classed as
an Ultralight aircraft and doesn't require  certification.

To elaborate  on Member 25's message, in the USA it is considered an ultralight 
  
glider.  The requirements and limitations for an ultralight glider  are

Would you know how to search for the Advisory Circular  103-7  from 1984
that further clarifies and defines ultralights  ?   I cant seem to 
locate it in any of my searches but I dont  fully understand
how the register works. Thought maybe if you found the  FAR-103 tegs
you might be able to find advisory circulars  also.
